As a Manager at RFG, Katelyn Shafer leads the Comprehensive Utility Consulting as well as the Accounting and Bookkeeping segments for the firm. Katelyn continuously develops innovative and efficient methods for the best utilization of municipal and investor owned utility projects as well as municipal bookkeeping matters.
Katelyn B. Shafer (Manager) directs both the Utilities and Accounting & Bookkeeping segments of RFG.
Katelyn leads the firm’s Utilities segment with a broad focus of municipal and investor-owned utilities. Of the utility segment, her primary concentration is utility rate studies, utility operational and capital planning, as well as assisting several municipalities with their daily financial decisions. She assists with financing transactions that involve utility bond issuances and has a strong knowledge-base of State Revolving Fund (SRF) best practices. Katelyn actively works with regulated utilities that fall under Indiana Utility Regulatory Commission (IURC) jurisdiction and has experience working with the Indiana Office of Utility Consumer Counselor (OUCC). Katelyn has been involved in several major utility projects, all of different magnitudes as no two utilities are alike. She presents to the overseeing Boards and Councils regularly.
Leading the Accounting & Bookkeeping segments, and Financial Planning & Budgeting, she is proficient in financial planning, management reports, reporting through State Board of Accounts (SBOA), Department of Local Government Finance Gateway, internal controls, bank reconciliations and serving as primary bookkeeper. Katelyn can fluently navigate through many accounting software systems providing a large benefit to municipal users and governing boards. She has a fundamental understanding of relevant accounting standards through Governmental Accounting Standards Board (GASB), Financial Accounting Standards Board (FASB) and Generally Accepted Accounting Principles (GAAP).
Katelyn joined RFG in January of 2015 soon after receiving her degree in business with a concentration in accounting from Indiana University. October of 2018, she attained a master’s degree in accounting. Katelyn is now pursuing her Certified Public Accountant (CPA) certification.
