Katelyn directs RFG’s Utilities practice, working extensively with both municipal and investor-owned utilities. Her primary areas of expertise include utility rate studies, operational and capital planning, and financial strategy for utility systems. She frequently assists municipalities with complex financial decisions and supports financing transactions involving utility bond issuances. Katelyn also has a strong working knowledge of State Revolving Fund (SRF) financing programs and their associated best practices.

Her regulatory experience includes working with utilities under the jurisdiction of the Indiana Utility Regulatory Commission (IURC) and collaborating with the Indiana Office of Utility Consumer Counselor (OUCC). Throughout her career, she has contributed to numerous utility projects of varying sizes and complexities and regularly presents findings and recommendations to municipal boards, councils, and governing bodies.

In addition to her utilities work, Katelyn leads the firm’s Accounting & Bookkeeping and Financial Planning & Budgeting services. She is highly experienced in municipal financial management, including management reporting, State Board of Accounts (SBOA) compliance, Department of Local Government Finance Gateway reporting, internal controls, bank reconciliations, and full-cycle bookkeeping. Katelyn is proficient in multiple accounting platforms, enabling her to effectively support municipal staff and governing boards. She maintains a strong working knowledge of Governmental Accounting Standards Board (GASB) and Financial Accounting Standards Board (FASB) standards, as well as Generally Accepted Accounting Principles (GAAP).

Katelyn joined RFG in January 2015 shortly after earning her Bachelor’s degree in Business with a concentration in Accounting from Indiana University. She later earned her Master of Science in Accounting (MSACC) in October 2018 and is currently pursuing her Certified Public Accountant (CPA) designation.
