Justin serves as a Manager within RFG’s Tax Increment Financing (TIF) and Municipal Finance segment, where he oversees a variety of projects related to municipal bonds, economic development planning, and financial reporting. In this role, he assists local governments and redevelopment commissions with the analysis, management, and long-term planning of TIF districts, while also providing financial insight and strategic guidance for a wide range of municipal initiatives.
Justin’s work includes supporting communities through TIF district planning and compliance, debt-related financial analysis, and economic development project evaluation. His ability to translate complex financial data into clear and actionable insights helps public officials and governing bodies make informed decisions that support sustainable community growth.
In addition to his work in municipal finance, Justin is actively involved in school financial planning and budgeting. He assists school corporations with long-term financial forecasting, budget preparation, and fiscal analysis, helping educational institutions develop responsible funding strategies that align with their operational goals and educational priorities.
Justin earned his Bachelor’s degree from Indiana University Bloomington, graduating in 2021 with a double major in Accounting and Finance. He later earned his Master of Business Administration (MBA) from the University of Central Arkansas in 2025. Justin is a licensed Certified Public Accountant (CPA) and has successfully passed the Series 50 Municipal Advisor Representative examination, further strengthening his expertise in municipal finance and public-sector advisory services.
