Gary Smith is a Partner at RFG and leads the firm’s Municipal Finance and Economic Development practice areas. Since 2017, he has guided clients in navigating complex financial and economic development initiatives, bringing together strategic insight, regulatory knowledge, and a strong professional network across Indiana. Acting as a fiduciary advisor to his clients, Gary works closely with leading legal and financial professionals to develop tailored solutions that balance flexibility, risk management, and long-term financial sustainability.
Gary’s primary areas of expertise include municipal debt financing and economic development strategy, with a focus on general obligation bonds, revenue bonds, utility bonds, notes, arbitrage compliance, tax impact analysis, and tax increment financing (TIF). He has been involved in numerous large-scale TIF-supported industrial development projects, working with both Fortune 500 companies and local developers to support economic growth throughout the State of Indiana.
He is highly proficient in the Department of Local Government Finance (DLGF) Gateway system for TIF and debt reporting and in Municipal Securities Rulemaking Board (MSRB) compliance through the Electronic Municipal Market Access (EMMA) Dataport. His knowledge of municipal reporting and regulatory requirements enables him to help clients maintain compliance while maximizing the financial effectiveness of development initiatives.
Gary frequently presents to local governments, redevelopment commissions, and municipal officials on debt financing strategies and economic development opportunities. He has served as a guest speaker for the Redevelopment Association of Indiana (RAI) and is actively involved with Accelerate Indiana Municipalities (AIM) in promoting responsible economic development across the state.
Gary joined RFG in Fall 2012 and earned his Bachelor’s degree in Business with a concentration in Accounting from Indiana University in 2013. He is a licensed Certified Public Accountant (CPA) and a registered Municipal Advisor with the U.S. Securities and Exchange Commission (SEC).
